Cognitive Continuity Infrastructure: Designing Persistent Organizational Intelligence with Stateless Language Models

Organizations require continuous institutional intelligence, yet the most capable large language models are stateless by design: every session begins from zero. This paper introduces the concept of Cognitive Continuity Infrastructure (CCI), a systems architecture in which cognitive persistence emerges as a property of the infrastructure rather than as a feature of any individual model. We present a framework built on a central orchestrator, specialized agents with stable identities, and shared state maintained in a relational database, where the decision loop includes an asynchronous human checkpoint. Unlike Retrieval-Augmented Generation approaches, which address memory at the level of information retrieval, CCI operates at the level of operational continuity: agents do not merely recall facts but maintain roles, relationships, and decision-making processes across time. We validate the architecture through a live deployment, a B2B telephone sales system for advertising space, operated entirely by AI agents under minimal human supervision on commodity infrastructure at negligible operational cost. Preliminary results suggest that organizational cognitive continuity does not require models with native memory but rather an infrastructure that externalizes state, role, and decisional context outside the model itself. We further propose a taxonomy of artificial organizational memory, episodic, semantic, procedural, and prospective, and identify cognitive drift, the silent degradation of behavioral coherence when the underlying model changes, as the principal open risk.
